Ensure there is a signoff before sending report

I want to ensure some processes are only sendable by approvers (or a group with relevant permissions).

A couple of examples:

folks in the field are doing the work, I dont want them to accidentally or unwittingly send the final report to the customer without having someone else in the business with more experience check that report.
Some of my work needs a quality person to review it and an engineer to signoff before it can be sent ... any way of mandating and tracking that approval would be ideal.
